According to the witness, the document presented as the legal foundation for the decision was produced days after the raids had already taken place.
This is not a minor clerical issue. It is the difference between a judge who rules on existing evidence and a judge who manufactures the evidence after the fact. The report used to support the operation against the “Empresários & Política” WhatsApp group appears to have been altered to give an appearance of legality to a measure that originally rested on little more than a news article.
