Brazil: STF Minister Flavio Dino Turned the Supreme Court Into a Circus

A conservative reading of this episode starts from a simple premise: the Supreme Court exists to apply the law with one voice, not to stage competing emergency orders. The moment is a revolting struggle. The public is left watching the sad consequence of a Supreme Court that has lost its north. There is no command strong enough for this. People are tired of ministers who appear to side with the government of the day and to cover for its mischief. One judge rules, another runs with the process to gain time, and another undoes the result. Is this an honorable court?
The Federal Police did not invent this spectacle. The Court did. One justice removed the PF’s top command. Hours later, Flávio Dino put it back. A Second Chamber majority had already formed to keep the removal. Dino then said only the full Court may speak. That is not the police turning themselves into a circus. That is the Court treating its own hierarchy as optional.
In that view, Dino’s injunction is the act that made the disorder unmistakable. Mendonça’s order was already being reviewed inside a chamber. Dino did not wait for that process to finish. He issued a second solo ruling, restored the same officials, and declared that his decision answers only to the plenary. The public therefore saw two tracks, two majorities in formation, and no settled rule. The institution that demands respect from the country could not keep its own urgent decisions aligned for a day.
Conservatives typically argue that monocratic power is the method. A single minister can halt an institution. Another can restart it. The full Court becomes an afterthought. That concentrates authority in personalities instead of rules. When Dino used that tool to override an unfinished chamber review, the damage landed on the Court itself: it looked less like a tribunal and more like a contest of pens.
The police matter because they are the prize. They are not the authors of the farce. If the command of a national investigative body can be swapped by successive injunctions, that is a symptom. The disease, on this reading, is a Court that will not submit itself to one procedure before moving the pieces.
From that perspective, public fatigue is not mysterious. Citizens are told to obey institutions while watching the highest court contradict itself in real time. Removal, chamber votes, a vista, then Dino’s reversal and a claim of exclusive plenary power — that sequence is the circus. The conservative demand that follows is also simple: one judgment from the full Court, fewer solo rescues, and an end to the performance of justice as a race between ministers.
