Vorcaro’s Claims of Cash for a Lula Film and Access to Pension Funds

A report published by the magazine Veja on October 9, 2026, based on audio and documents attributed to former banker Daniel Vorcaro, describes an alleged arrangement in which payments were offered in exchange for the Banco Master’s access to federal public-employee pension funds. The account, also summarized in a widely shared video post, centers on a meeting said to have been arranged through PT figures in Bahia with former party treasurer João Vaccari Neto.
According to the material cited by Veja, Vorcaro’s then-partner Augusto Lima met Vaccari to discuss the votes needed for the bank to be accredited with funds linked to Banco do Brasil, Caixa Asset, and Previ. Vorcaro states that the conditions included an off-the-books cash advance of about R$ 30 million for expenses of a documentary about President Luiz Inácio Lula da Silva being produced abroad, plus further payments to the Instituto Lula, run by Paulo Okamotto. The film identified in the reporting is the 2024 documentary Lula, directed by Oliver Stone.
The same account says Vaccari demanded a 10 percent fee on whatever the bank later raised from pension funds of Caixa, Banco do Brasil, Petrobras, and Correios workers. Veja reports that Vorcaro projected the split, if the plan had succeeded, at roughly R$ 1 billion for the political side and R$ 9 billion for the bank. In an audio attributed to him, Vorcaro says the Banco do Brasil side was structured with Vaccari, that Augusto was advancing money to Okamotto at the Instituto Lula, and that Vaccari asked for money to be placed in the Lula film. He is also quoted distinguishing that payment as “por fora” and “errado,” in contrast with a sponsorship he says was requested openly for another film.
The reporting places the approach in the first half of 2024 and names minister Alexandre Padilha, then head of the Presidency’s institutional-relations office, among figures Vorcaro said he dealt with while trying to open those channels. Vorcaro is reported to have included these claims in an annex sent to the Procuradoria-Geral da República in June 2026 as part of a second plea proposal. That proposal was discarded. CNN Brasil, citing sources at the PGR, reported that federal police viewed the plea material as lacking sufficient proof, and that Lula denies the claims. Other coverage notes that the federal pension-fund investments Vorcaro sought did not materialize, even though state and municipal pension funds later suffered large losses after the Banco Central liquidated Banco Master in November 2025.
The claims remain unproven allegations from a banker whose cooperation deal was not accepted. They have not been confirmed by a court finding, and the institutions and people named have not been convicted on the basis of this material.
