Brazil’s Ibama staff recommend against Petrobras drilling in Amazon region

Today, reports emerged that the technical staff at Brazil’s environmental agency, Ibama, recommended denying Petrobras (PETR4.SA) authorization to drill in the Foz do Amazonas region, an area known for its environmental sensitivity. This recommendation stems from concerns about the potential ecological impact in this critical part of Brazil’s Equatorial Margin, which includes significant marine biodiversity and sensitive ecosystems.
The final decision rests with Ibama’s president, Rodrigo Agostinho, who must weigh this technical input against other factors, including pressure from Brazil’s government and Petrobras itself.
President Luiz Inácio Lula da Silva has publicly expressed frustration with Ibama’s delays, highlighting a tension between economic development and environmental protection. Petrobras has been advocating for the project, arguing it could unlock a promising oil frontier similar to Guyana’s, but the technical staff’s stance reflects ongoing environmental concerns that have stalled the initiative since at least May 2023, when a previous drilling request was denied.
