SCANDAL BRAZIL: Opposition asks to impeach Lula due to irregularities

Opposition deputies start a movement to ask for Lula’s impeachment after the Court of Auditors of the Union blocks billionaire resources

House representatives from opposing parties call for Lula impeachment after the Union Auditing Tribunal  (TCU) blocked billionaire resources intended for the Pé-de-Meia program, one of the main flags of the current government. The plenary of the court understood that the amounts for payments to students, resulting from applications of Fipem, the fund in which the program’s resources were deposited, were not provided for in the Annual Budget Law.

The acronym Fipem is the abbreviation of  Cost Fund for Savings and Incentive  to help youngsters stay in School and Complete High School . The decision of the TCU, made official in plenary on Wednesday, causing parliamentarians criticism towards the government  pointing out the existence of an alleged fiscal pedaling.

There are clear reasons for impeachment. There was no legal provision for the use of resources from the Union budget for the Pé-de-Meia program. It’s a crime against the budget, just like the tax pedals that ended up basing Dilma Rousseff’s impeachment. We have to go to the streets,” says Marcel Van Hattem (Novo).

In October of last year,  Congressman Sanderson  asked the Union Auditing Tribunal  (TCU) to investigate a possible ride of R$ 3 billion in Pé-de-Meia Program. Affiliated to Bolsonaro’s party, the gaucho parliamentarian also articulates a mobilization for Lula’s impeachment. The opposition’s plan is to file a request for removal at the beginning of the legislative year, which will begin in February.

According to the TCU, exceptionally there will be no impediment to the use of the R$ 6.1 billion from the Social Fund in Fipem, during the years 2024 and 2025, despite the fact that the values should be provided for in the budget laws of each year.

The precautionary measure affects only values from other private funds (FGO and FGEDUC), which were being used to capitalize Fipem without the proper approval process.

What is the program?

According to the Ministry of Education, Pé-de-Meia is a federal government program of financial-educational incentive in the form of savings.” And “it aims to democratize access and reduce social inequality among high school students, in addition to promoting more social inclusion through education, stimulating social mobility.”

According to him, the initiative reaches 3.9 million students in Brazil.
