Brazilian PCC operative nicknamed Panda sits in an American jail after admitting he supplied fentanyl and cocaine across Massachusetts and moved firearms. U.S. authorities described him as a leadership figure for the group on American soil. That fact alone should end the debate. Instead, President Lula draws a line that offends common sense: these men terrorize Brazilian neighborhoods, he says, yet somehow they are not terrorists when they operate inside the United States.
The United States formally designated the PCC a foreign terrorist organization. The group runs violence, extortion, and drug pipelines that reach well beyond São Paulo. Panda’s guilty plea is not an isolated street-level bust. It is evidence that the organization’s structure travels with its members. Treating the same network as terrorists in one country and ordinary criminals in another is not nuance. It is evasion.
Lula’s government spent months resisting the U.S. designation on sovereignty grounds. Sovereignty does not include the right to downplay a transnational criminal organization after one of its alleged leaders is caught feeding American streets. Families in Massachusetts did not ask for Brazilian gang logistics on their North Shore. They got it anyway.
The Brazilian Times reported Panda’s admission on drug and weapons charges. U.S. Justice Department filings identified him as a PCC figure supplying a Massachusetts network. Lula’s own public remarks, carried by Brazilian outlets, insisted the factions are a domestic Brazilian problem to be handled internally and rejected the American terrorist label. That position now sits next to an American courtroom record. He will be sentenced in December.
Voters who want order, borders that mean something, and governments that name threats without hedging should treat this episode as a warning. A leader who cannot call a violent drug network what it is when it crosses an ocean is not protecting sovereignty. He is protecting a talking point.
