When the Police Chief Becomes the Question: Vorcaro, Rodrigues, and the Case Mendonça Must

The Federal Police cannot investigate itself in the dark. That is the issue raised this week when the Novo party asked Supreme Court Justice André Mendonça for the preventive arrest of PF Director-General Andrei Rodrigues, citing banker Daniel Vorcaro’s account that the director blocked a plea deal and that agents used intimidation while Vorcaro was in custody.
Vorcaro is no hero. He is a defendant in the Banco Master case, accused of financial crimes, obstruction, and running a network that tried to reach the highest levels of the state. Precisely because the accusations against him are serious, any claim that the head of the Federal Police had a prior social relationship with him, traveled on an event paid for by his bank, and then sat over the same investigation, has to be examined in the open. Notes recovered from Vorcaro show he asked an interlocutor to “reinforce with Andrei and Paulo” so subordinates would not pull a “sacanagem.” The PF itself has identified those first names as pointing to Rodrigues and Prosecutor-General Paulo Gonet. Whether those appeals were answered is still the question Mendonça must decide.
A plea bargain is a tool of the state, not a favor. If the accused says the director of the police force that would receive the deal is himself a subject of the story, the institution has a conflict. Novo’s filing argues that only removal or arrest would let a possible collaboration proceed without the appearance of obstruction. That is a legal argument, not a campaign slogan. The Prosecutor-General’s Office has already asked the Court to discard the threat allegations for lack of concrete proof. That request should be weighed with the same seriousness as the arrest petition. Neither side gets a pass.
Rodrigues has said his only contact with Vorcaro was a handshake at a 2024 London event. If that is the full record, he should welcome a transparent inquiry that clears him. If it is not, Brazil cannot treat the Federal Police as a political fortress. Conservatives who spent years demanding that no official stand above the law cannot now invent an exception for a police chief appointed under the current government. The standard is the same: no protected caste, no sealed rooms, no investigation that investigates itself.
Mendonça holds the file. The country is entitled to a decision based on evidence, not loyalty.
