Cutting Brasília, Not the Brazilian People: Daniella Marques’ Conservative Case for Fiscal Sanity

    Analysis by Hotspotnews

In her appearance on Brasil Urgente, Daniella Marques—economic coordinator for Flávio Bolsonaro’s 2026 presidential campaign and former president of Caixa Econômica Federal—articulated a classic conservative economic diagnosis: the Brazilian state has grown too large, too privileged, and too extractive, while ordinary citizens and productive businesses bear the cost. She rejected the left’s framing of a “tesouraço” that would slash social programs, insisting instead that Bolsa Família, BPC, pensions, and other transfers would be maintained. The real cuts would target the public machine itself—commissioned positions, excess ministries, travel privileges, and the inefficiencies of state-owned enterprises.

This is the conservative priority of distinguishing between genuine safety nets and the bloated apparatus that consumes resources before they reach those who need them. Marques highlighted how high interest rates, driven by fiscal risk, are the government’s largest single expense. The market’s reaction after Flávio advanced in the first round—sharp drops in futures rates—illustrated the credibility premium that comes from a credible commitment to putting accounts in order. Even a modest sustained decline in rates can free tens of billions of reais annually, money that can stay with families and firms rather than servicing debt.

She further grounded the argument in competitiveness. Brazil ranks near the bottom of global indexes, burdened by a “Custo Brasil” estimated in the range of R$1.7 trillion relative to more efficient peers. Excessive bureaucracy (the manicure who needs multiple permits and faces tax bills before earning a single real), high payroll charges, and a thicket of taxes drive companies to Paraguay and keep productivity low. The proposed remedy—a focused cut in bureaucracy and taxes, especially those recently raised or expanded, plus measures such as deferred taxes and easier credit for first-time small businesses—aligns with the conservative view that growth comes from unleashing producers, not from ever-higher public spending financed by more extraction.

Conservatives have long argued that expanding the state in the name of the poor often ends up trapping people in dependency while enriching insiders. Marques’ framing—“cut in Brasília, not in Brazil”—and her insistence on a large technical team with dozens of PhDs signal a preference for disciplined management over open-ended redistribution. The approach preserves social protections while aiming to restore fiscal balance, lower the cost of capital, and raise the returns to work and enterprise. Whether the specific numbers materialize depends on execution, but the underlying logic—that permanent expansion of the public sector is not the path to broad prosperity—is the core conservative claim on display.
