PF Officers in the US and the Filipe Martins False Entry Record

Analysis: PF Officers’ U.S. Presence and the Filipe Martins False CBP Record Timeline

    By Hotspotnews -Oct, 2026

The false U.S. Customs and Border Protection entry record for Filipe Garcia Martins Pereira (showing arrival in Orlando on 30 December 2022) is the central U.S. document used by Brazilian authorities. CBP later confirmed the record was inaccurate and that Martins did not enter the United States on that date. The record was cited in materials that supported Justice Alexandre de Moraes’s February 2024 preventive-arrest order. Brazilian-side information came from PF system queries and material seized inside Brazil (including devices belonging to Mauro Cid). The origin of the insertion remains under U.S. investigation.

Publicly listed Brazilian Federal Police personnel in the United States, and the periods they occupied those posts, can be compared against that timeline. Presence in the United States does not equal involvement; it only identifies who was in the institutional channels capable of requesting or receiving U.S. immigration data.

    Washington, D.C.

Rolando Alexandre de Souza was the adido from mid-2021 until early 2025. He was therefore the senior PF representative in Washington throughout the December 2022 date of the false record, the 2023–early 2024 period when Brazilian investigators queried U.S. systems, and the February 2024 use of the record for the arrest order. Luiz Eduardo Navajas Telles Pereira replaced him after being named by President Lula in January 2025. Navajas was not in the Washington post during the creation or active use of the Martins record. Any institutional request that flowed through the Washington adidância in 2022–early 2024 would have occurred under Rolando’s tenure, not Navajas’s.

    ICE Miami liaison

Marcelo Ivo de Carvalho was designated for the ICE Miami role in March 2023 and remained until his departure in April 2026. He was therefore in the United States during the window when PF investigators were checking U.S. immigration records and the false entry was being relied upon in Brazilian proceedings. He was not yet in the post on 30 December 2022 itself. After his April 2026 expulsion, reporting indicated that U.S. authorities were examining whether the Martins record issue had any connection to Marcelo or other Brazilian agents. No public document has named him as the person who inserted the record.

CBP National Targeting Center (Sterling, VA)

Erik Pereira de Siqueira is listed as the oficial de ligação to the CBP NTC. That facility handles targeting and border-system data of the type that produced or held the Martins entry. Exact start date of his posting is not fully public. If he was already in place during the 2023–early 2024 query period, he occupied the technical liaison role most directly aligned with CBP systems. No open-source material links him by name to the Martins record.

    Deputy attaché

Leandro Augusto da Fonseca Feitosa is listed as adido adjunto in Washington. Public sources do not establish his arrival date. If he was already in Washington during the relevant query window, he would have been inside the same institutional support structure as the main adido. Again, no public document names him in connection with the Martins materials.

    Brazil-based investigator

The PF officer who signed the materials and later responded to Moraes on the Martins travel issue was Delegado Fábio Alvarez Shor, based in Brazil. He was the primary Brazilian investigator associated with the file that cited the U.S. record.

In early March 2026, Moraes solicited the move of Delegado Fábio Alvarez Shor from the Polícia Federal to his office at the STF. The formal portaria naming Shor as assessor (cargo em comissão CJ-3) was signed by Edson Fachin, then president of the Court, and published in the Diário Oficial da União on 10 March 2026.

Reporting states that Shor was selected because of his prior work on inquiries under Moraes’s relatoria, including the 8 January investigations, the “trama golpista,” and related cases. He had been heading the Divisão de Investigações e Operações de Contrainteligência at the PF before the transfer. No other individual is publicly identified as the person who indicated or proposed him for the STF post.

    Summary of possible institutional overlap

Officer Role In U.S. during record creation (Dec 2022) In U.S. during query/use period (2023–early 2024) Public link to Martins record
Rolando Alexandre de Souza Washington adido Yes Yes None named
Marcelo Ivo de Carvalho ICE Miami liaison No Yes None named; later U.S. scrutiny noted
Erik Pereira de Siqueira CBP NTC liaison Unknown Possibly (role-relevant) None named
Luiz Eduardo Navajas Telles Pereira Washington adido No No None (post-dates events)
Leandro Augusto da Fonseca Feitosa Washington deputy Unknown Possibly None named
Fábio Alvarez Shor Brazil-based investigator N/A (Brazil) N/A Signed the PF materials

The only officers whose documented U.S. presence overlaps the period when the false record was queried and used are Rolando (Washington) and Marcelo (ICE Miami). Siqueira’s CBP NTC role is the most technically relevant, contingent on his actual start date. Navajas is excluded by timing. No public evidence identifies any of them as the individual who created or inserted the inaccurate entry; that question remains with the U.S. investigation into how the record entered CBP systems. The public Brazilian side of the file points to system queries and Brazil-based handling rather than named U.S.-based officers.
