Justice André Mendonça did not wait. On Sunday, September 6, he released to the full bench of Brazil’s Supreme Court the Federal Police report containing messages, meetings and contracts linking fellow Justice Alexandre de Moraes to former banker Daniel Vorcaro, owner of the liquidated Banco Master. It was a direct move. While others prefer silence or secrecy, Mendonça chose transparency and collective judgment. He rejected attempts to nullify the material and made it clear: the inevitable path is the plenary, in a public, in-person session.
The PF report, extracted from Vorcaro’s phone, reveals a relationship too close to ignore. Messages sent days before the banker’s arrest in November 2025 ask whether he should already leave the country. There are requests for Moraes to intervene with the Federal Police director and the Attorney General. Records of meetings appear, along with a contract worth more than 130 million reais with the law firm of Moraes’s wife and metadata indicating the justice himself edited the document. All of this occurred at the height of the Master crisis, a bank liquidated after billion-real frauds that harmed thousands of investors and pension funds.
The Attorney General’s Office, headed by Paulo Gonet — also mentioned in the conversations — asked for the report to be declared null. It argued Mendonça exceeded his authority by ordering the identification of the recipients. Mendonça did not back down. He had already stated that, regardless of the PGR’s opinion, the full court should examine the material on technical and legal grounds. The decision now rests with Court President Edson Fachin, who opened his own proceeding and set a deadline until Friday for statements. It is up to Fachin to schedule the case or not. Pressure for an open session is growing.
This decision by Mendonça is not bureaucracy. It is a message. At a moment when the Supreme Court faces institutional wear and the country debates the limits of judicial power, one justice refused to sweep the matter under the rug. He put the public interest above institutional self-protection. While part of the Court moves in the shadows, Mendonça took the harder road: expose the facts and demand a collegiate ruling.
Tomorrow, September 7, Independence Day, Avenida Paulista will host a demonstration that has already adopted this cause. “Out with Moraes” and support for André Mendonça now mix with criticism of the government and calls for amnesty. It is no coincidence. Many Brazilians see in the evangelical, conservative justice someone who, even when isolated at times, refused the comfort of silence. Mendonça acted quickly because he understood that delay only benefits those who prefer these relationships never be discussed in daylight.
Brazil needs to know whether a Supreme Court justice maintained privileged contact with a man under investigation in one of the largest financial scandals in recent history. It needs to know whether multimillion-real contracts and requests for intervention are compatible with the robe. Mendonça condemned no one. He simply rejected secrecy and returned the decision to the full court. That is the minimum expected of anyone who swore to defend the Constitution, not a closed group.
History will show whether the Supreme Court has the courage to scrutinize its own members with the same rigor it applies to everyone else. For now, one justice has already taken the first step. And he did it without hesitation.
