Deltan Dallagnol Accuses Lula Campaign of a “Golpe” to Restrict Bank Secrecy Disclosure Ahead of 2026 Runoff
By Hotspotnews
Standing outdoors with Brazilian flags behind him and holding a signed document, Dallagnol said Lula’s side arrived at the TSE that morning without delivering the promised full records. Instead, he alleged, they presented a version that would exclude the Instituto Lula, data linked to banker Daniel Vorcaro (of the collapsed Banco Master), and the company tied to Lula’s son Fábio Luís (“Lulinha”). Lawyers for Flávio’s campaign spotted the restrictions, insisted on handwritten annotations clarifying that the lift would be total, and forced the PT representatives to sign. Dallagnol said Flávio’s side had already agreed to a complete opening and predicted that “Brazil will know the truth” by that night, adding that the last time he reviewed Lula’s secrecy documents “he ended up in jail.”
The episode sits at the center of a high-stakes transparency standoff in the final days of the October 25 runoff. During an October 18 Band debate, Lula challenged Flávio to open their personal, family, and associated company records. Lula then filed authorizations at the TSE (and STF) covering himself, his wife Janja, his children, and related entities for the prior eight years, conditioned on Flávio reciprocating.
Flávio’s campaign called the offer a “gaveta vazia” (empty drawer) and responded with broader conditions: a 20-year window, inclusion of the Instituto Lula, Lulinha’s firm, former chief of staff Marco Aurélio Santana Ribeiro (“Marcola”), corporate-card spending, visitor logs and meetings involving Vorcaro, and other items. Lula’s team accepted the expanded terms. On October 22 both campaigns signed a joint petition at the TSE authorizing immediate, total, and simultaneous disclosure of the relevant bank, fiscal, and telephone records, with public release targeted for the same day via a public site or the TSE’s DivulgaCand system. Powers of attorney for third-party data were due by the end of the day; Minister André Mendonça is the rapporteur.
News reports confirm the document covers families, companies (including Flávio-linked entities such as Alcazar Holdings, connected to lawyer Willer Tomaz), the Instituto Lula, L.I.L.S. Palestras, and Vorcaro-related messages or records. Each side has accused the other of resistance on specific items during negotiations.
Flávio’s campaign has tasked Dallagnol—whose Lava Jato work helped convict Lula (convictions later annulled by the STF on procedural grounds)—with analyzing the materials from Lula’s side. Dallagnol’s video is both campaign messaging and a public framing of the process as another chapter in the same patterns Lava Jato previously documented.
The backdrop is the Banco Master scandal. The bank was liquidated amid large-scale fraud allegations; Vorcaro was arrested. Mutual accusations fly: Flávio has faced scrutiny over negotiations involving roughly R$134 million linked to funding a film about his father Jair Bolsonaro (“Dark Horse”), with messages and transfers reported by outlets including The Intercept. Lula’s side and reports citing Vorcaro have pointed to alleged cash payments (around R$30 million) to the Instituto Lula for a documentary on the president, though the PGR and Federal Police have treated some of those claims as lacking sufficient corroboration for further action. Both campaigns have used the Master case to attack the other.
Polls in the final stretch showed a technical tie or narrow edge for Flávio in valid votes, with high rejection rates for both candidates. The secrecy disclosure is framed by Flávio’s allies as a chance to expose alleged hidden assets or irregularities and by Lula’s side as a mutual transparency exercise that also covers Flávio’s family, companies, and Vorcaro contacts. Full public release of the data was still pending as of the video’s posting, pending the required authorizations and institutional requests.
Dallagnol’s post and video, which had tens of thousands of engagements within hours, urge viewers to share it and vote for Flávio (number 22). Whether the eventual disclosures produce the dramatic revelations he anticipates, routine records, or continued disputes over completeness will be settled by the documents themselves and the remaining days before the vote.
