Trump Allies’ Poll Finds Moraes Sanctions Did Not Sink Flávio — And Brasília Just Made That Finding Explosive

An American survey commissioned by allies of President Donald Trump has delivered a result the Brazilian left needed not to hear a month before the first round: U.S. sanctions on Justice Alexandre de Moraes did not damage Senator Flávio Bolsonaro’s presidential numbers. The finding would have been a campaign footnote. It is not. In the same week the numbers circulated, Justice André Mendonça stripped secrecy from a Federal Police report that puts Moraes in the phone of banker Daniel Vorcaro and puts Moraes’s own hand on a nine-figure contract between Vorcaro and the law firm of Viviane Barci de Moraes. The poll measured political cost. The Court file measured the man who was supposed to impose that cost.
Who ordered the poll
McLaughlin & Associates fielded 1,991 Brazilian voters in August 2026. The work was commissioned by Trump-aligned political operatives, not by the Brazilian state, the TSE, or a São Paulo newsroom. That origin is the point. Washington’s Brazil brief for two years has treated Moraes as the human-rights problem and the Bolsonaro legal-intel camp as the counterpart it would not sanction. Eduardo Bolsonaro posted the Metrópoles rendering of the results on September 3: sanctions on Moraes do not hinder Flávio. The graphic was campaign ammunition. The commissioning was a statement of interest.
What the numbers said
The horse race, as reported in Folha’s Painel and the Metrópoles package, showed Flávio with a slight edge in a runoff construction. The sanctions question cut the other way from the government narrative: voters did not punish the Bolsonaro surname for American pressure on the justice who convicted Jair. Tariff blame, measured separately by Brazilian houses, was mixed. Datafolha put more blame on Lula (35 percent) than on the Bolsonaro brothers (23 percent). Quaest and Nexus/BTG waves in the same season were not uniform. Directionally, the American poll and the domestic blame studies agreed on one conservative premise: the Moraes Magnitsky chapter did not function as a vote tax on Flávio.
U.S. Treasury designated Moraes under the Magnitsky framework in July 2025. The designation was lifted in December 2025. Viviane Barci sat on a related list in that window. Mendonça, Kassio Nunes Marques, and Luiz Fux did not. That list, not a cable, is the public map of American preference inside the Court.
Consequences in the Court
Mendonça, Bolsonaro’s 2021 nominee, is rapporteur of Master. On September 1 he unsealed the PF report and told the full Court the file belongs in a public, in-person plenary. President Edson Fachin owns the date. Prosecutor-General Paulo Gonet — named in the same message traffic — asked that Mendonça’s order to identify privileged interlocutors be treated as void. That is the institutional collision: the justice Washington left visa-intact forcing a public reading of the justice Washington sanctioned.
The report’s core is not rumor. Barci de Moraes signed Master in January 2024 at roughly R$3 million net a month, on paper R$108–131 million over three years. Receita figures sent to the Senate CPI put receipts near R$80 million before liquidation. Metadata on a draft lists the last editor as “Ministro Alexandre de Moraes.” The firm says he cleared conflicts. The PF mapped repeated meetings and texts in which Vorcaro asked whether he should be out of the country by Monday. Estadão’s registry pull found the couple’s real-estate book at about R$31.5 million, up 266 percent since Moraes joined the Court in 2017, with R$23.4 million in cash purchases over five years. Indiscretion is the accurate word. Conviction is not yet a verdict.
Consequences in the campaign
First round is October 4. Runoff, if needed, October 25. Flávio is the PL name. The McLaughlin result told his operation that American punishment of Moraes is not a Brazilian liability. The unsealed phone told the same electorate why Washington punished him. Those two facts now travel together. New Datafolha and Quaest waves were already in the field as the report hit. The conservative reading is simple: a justice who made himself the protagonist of the last cycle is now a defendant in the public square of the next one, and the candidate he most harmed is not paying for the sanctions that named that justice.
Consequences in Washington
The United States does not need a new theory. It already split the Court. Moraes and his wife took Magnitsky heat. Mendonça did not. Filipe Martins spent six months in pretrial on a December 30, 2022 CBP entry that U.S. Customs later said never happened. Judge Gregory Presnell in Orlando called the record false and ordered the government to show who inserted it. That production, if it arrives, sits next to Master as the second American document in a Brazilian election. Support for Mendonça in this picture is diplomatic and political: the visa that stayed, the rapporteur who opened the file, the poll that said the sanctions did not sink the name Washington preferred to see competitive.
What justice requires now
Impeachment of an STF justice is a Senate political trial. Investigation inside the Court is the filter that either feeds that trial or gives the palace an alibi. Fachin’s choice is the calendar. A public session that opens an inquiry is the minimum act that says the robe is not the file. A secret archive is the act that says the election must do the Court’s work. Brazil votes in 31 days. The American poll said Flávio survives Moraes. The Brazilian file now asks whether Moraes survives the Court.
