     Mendonça’s unexpected Ruling Breaks the obstacles in the Banco Master Scandal

    In a decisive move that has reignited hope for accountability in one of Brazil’s most explosive financial scandals, Supreme Court Justice André Mendonça has taken firm control of the Banco Master investigation and delivered a much-needed victory for transparency and the rule of law.

    Just days after assuming the rapporteurship—following the controversial recusal of Justice Dias Toffoli amid troubling allegations of personal and family ties to the bank’s founder—Justice Mendonça issued a ruling on February 19, 2026, that directly dismantles many of the restrictive barriers previously imposed on the Federal Police. The decision grants investigators the operational freedom they have long demanded: unrestricted access to conduct routine forensic examinations on over 100 seized electronic devices, the ability to take witness statements and depositions in the normal course of their work, and a return to standard procedural flows without artificial bottlenecks.

    For months, the investigation into the massive fraud and embezzlement scheme at Banco Master had been hampered by excessive secrecy measures and procedural constraints that critics argued served more to protect powerful interests than to safeguard legitimate investigative needs. The bank’s collapse and subsequent liquidation exposed a web of irregularities involving hundreds of millions in misappropriated funds, with disturbing reports suggesting that portions of the money may have flowed toward political figures and campaigns connected to the current administration.

    Toffoli’s earlier handling of the case raised serious questions about impartiality, especially after evidence surfaced linking his family members to relatives of the bank’s principal owner. His departure from the file, while necessary, left many wondering whether justice would ever move forward at the pace the Brazilian people deserve. Enter Justice Mendonça, whose reputation for principled conservatism and commitment to institutional integrity has once again proven well-founded.

    By reducing the extreme level of secrecy that had shrouded the proceedings and empowering the Federal Police to proceed without undue interference, Mendonça has sent a clear message: no one is above the law—not bankers, not politicians, and certainly not those in positions of judicial authority who might be tempted to slow-walk inconvenient inquiries. This is the kind of judicial courage conservatives have called for in an era when powerful institutions too often appear captured by political expediency.

    The ruling also includes prudent safeguards. Mendonça has maintained necessary confidentiality to protect the integrity of the probe while restricting access only to those directly involved in the work—preventing leaks that could jeopardize the case or tip off suspects. Any new derivative investigations must now come before him for approval, ensuring coordinated and responsible advancement rather than fragmented chaos.

    For ordinary Brazilians weary of endless corruption scandals that seem to vanish into thin air, this development represents real progress. The Banco Master affair is not just about one failed institution; it is a stark reminder of how cronyism, lax oversight, and political favoritism can erode public trust in the financial system and democratic governance itself.

    Justice Mendonça’s actions stand in sharp contrast to the obstructionist tendencies that have plagued too many high-profile cases in recent years. By prioritizing swift, professional police work over endless procedural delays, he has restored faith that the judiciary can serve as a genuine check on abuse rather than a shield for the connected.

    As the Federal Police now accelerate their efforts to uncover the full scope of the fraud—and any improper political connections that may emerge—conservatives across Brazil can take heart. When good judges step forward to defend the Constitution and the public interest, justice is not only possible; it becomes inevitable.

    The path ahead remains challenging, but one thing is certain: the days of sweeping major scandals under the rug may finally be numbered.
