    Census Bureau Confirms Thousands of Noncitizens Voted in 2020: Time to Secure Our Elections

    The U.S. Census Bureau has delivered a clear and overdue finding: noncitizens cast ballots in the 2020 election. In a beginning analysis released this week, the Bureau matched voter records against federal citizenship and immigration data and determined with high confidence that more than 24,000 noncitizens voted among the first 128 million records examined. Another 32 million records remain under review, and the final total is expected to rise.

    This is not speculation or activist research. It is the product of the Census Bureau’s extensive administrative records—drawing on data from U.S. Citizenship and Immigration Services, Immigration and Customs Enforcement, the Social Security Administration, and other federal sources—linked to a comprehensive national voter file. The Bureau identified these cases through rigorous, high-confidence matching and a citizenship screen that required affirmative evidence of noncitizen status without contradicting proof of citizenship before Election Day.

    For years, Americans who raised concerns about election integrity were dismissed. Officials and media outlets insisted noncitizen voting was vanishingly rare, a fringe worry with no meaningful impact. The Census Bureau’s own numbers now show otherwise. Even the initial count of more than 24,000 illegal votes is not trivial. Every illegal ballot dilutes the voice of a lawful American voter. In close contests, even smaller numbers can decide outcomes. The principle at stake is simple: only citizens should decide the direction of the United States.

    President Trump has rightly highlighted these findings and renewed the call to pass the SAVE America Act. That legislation would require documentary proof of citizenship—such as a U.S. passport, birth certificate paired with photo identification, or naturalization papers—when registering to vote in federal elections. It would also mandate government-issued photo identification to cast a ballot and require states to check voter rolls against federal databases to identify and remove noncitizens. These are basic, common-sense safeguards already used in various forms in many states and supported by large majorities of Americans. They protect the franchise rather than restrict it.

    The Act directly addresses the gaps exposed by the Census analysis. Current federal law already prohibits noncitizen voting, yet registration has long relied primarily on self-attestation under penalty of perjury. Requiring affirmative documentary proof and systematic database verification would make it far more difficult for noncitizens to register or remain on the rolls. State experiences with similar measures show that confirmed noncitizen cases, while limited in some audits, are real and preventable. Opponents who resist these reforms while claiming to defend democracy are defending a system open to abuse.

    Implementation would require states to update processes, educate voters, and provide pathways for citizens who lack ready access to certain documents. These are manageable administrative tasks, not insurmountable barriers. With adequate transition support, free or low-cost assistance for obtaining necessary papers, and careful secondary verification to avoid errors, the benefits for election security far outweigh the temporary adjustments. Photo identification requirements in particular have proven workable across the country with only modest effects on overall participation when properly administered.

    The Census analysis is preliminary. More records will be examined, and further details will emerge. Yet the early results already demonstrate that the problem is real and measurable. Ignoring or downplaying it only erodes public trust further. Americans deserve elections in which every legal vote counts and every illegal one is prevented. The Census Bureau has provided the data. Congress should now provide the reforms by passing the SAVE America Act without delay.
