    Vorcaro Accuses PF Leadership of Blocking His Plea to Protect Its Own Director

    Former Banco Master owner Daniel Vorcaro told a Supreme Court auxiliary judge last week that the Federal Police rejected his plea-bargain proposals to keep him from naming director-general Andrei Rodrigues. He referenced trips and expenses allegedly paid on Rodrigues’s behalf. He presented no documents or corroboration in that closed-door session.

    The accusation lands as Minister André Mendonça released a lengthy PF intelligence report drawn from Vorcaro’s seized phones. The messages show Vorcaro, days before his November 2025 arrest, asking an interlocutor saved as Alexandre de Moraes whether “Andrei” and “Paulo” (widely understood as Rodrigues and Prosecutor-General Paulo Gonet) could “hold” or “sensibilize” investigators so “no one below does something dirty.” One note reads: “E com Andrei dá pra segurar?” Another urges reinforcing contact so subordinates would not act against the bank.

    PF and the PGR formally rejected Vorcaro’s earlier collaboration offers in May and June. Their stated reasons were technical: the material added little beyond what investigators already extracted from his devices, lacked independent corroboration, omitted full admission of the alleged crimes, and failed to commit to meaningful restitution of losses estimated in the tens of billions of reais to the deposit-guarantee fund. Rodrigues has said publicly that plea deals are accepted only when they supply new, usable evidence under the law.

    Those official explanations exist. So do the messages in which a banker under investigation treated the heads of the Federal Police and the Prosecutor-General’s Office as people who might be reached through a Supreme Court justice. The PF report records the contacts and an earlier London event attended by Rodrigues whose costs were linked to Vorcaro’s circle; it does not charge Rodrigues with a crime.

    Vorcaro remains a defendant in Operation Compliance Zero, the probe into alleged large-scale fraud at Banco Master, influence-peddling, and payments to public officials and even some police personnel. His self-interest is obvious. A man facing decades in prison has every reason to cast the investigators as the problem. That does not erase the content of his own contemporaneous messages or the fact that a sitting PF director is now named, without proof so far, by the target of the investigation he oversees.

    Brazilian institutions have a long record of corruption that crosses party lines. What this episode illustrates is the ease with which a well-connected financier believed he could operate at the highest levels of the police, the prosecutor’s office, and the Supreme Court. Whether Rodrigues or others actually intervened remains unproven. The messages and Vorcaro’s latest statement make the question unavoidable.

    Accountability requires more than press releases about “technical criteria.” It requires the evidence—documents, travel records, financial trails—to be examined in the open, not filtered through the same institutions being named.
