    BRAZIL: A Late Invitation to Trust

    Brazil’s electoral court has again invited the public to admire its transparency. Vice-President André Mendonça and President Kassio Nunes Marques have presented expanded access to the source code of the voting systems as a meaningful step toward restoring confidence. The announcement arrives in September 2026, weeks before the first-round vote and after the inspection window has been open for nearly a year.

    The timing itself raises questions. The code has been available to authorized inspectors since October 2025, as it has been, in one form or another, since 2002. Parties, the Public Ministry, the Brazilian Computing Society, the CGU and others have already examined the software. Official statements report no critical defects. Yet the same procedure is now packaged as a fresh initiative by two justices appointed during the previous administration. A process that was already underway is being sold as a political achievement.

    The inspection itself is limited. Inspectors can review the lines of code that tell the machines how to record a vote, encrypt it, and produce a tally. They cannot follow the flash-memory cards once they leave the polling station. They cannot watch the transfer of those cards to regional computers or verify that the printed tapes generated at the close of voting match what is later transmitted to Brasília. Those physical steps remain outside the formal audit. Citizens who served as party poll watchers in 2022 have described exactly this gap: the software may be clean, but the chain of custody after the polls close is not independently observed in real time.

    Skepticism is therefore not an attack on technology. It is a response to incomplete coverage and to the sudden emphasis placed on a long-standing routine. When institutions that faced intense distrust after 2022 now highlight a procedure they themselves controlled all along, the public is entitled to ask whether the goal is verification or reassurance. Confidence is not restored by repeating that the code is open. It is restored when every stage that can alter the result is visible to those who have reason to doubt.

    Until the full sequence—from the moment a vote is cast to the moment it is added to the national total—is subject to the same independent scrutiny now applied only to the software, the invitation to trust will continue to look like an afterthought.
