He Sold the Licence, Then Declared War on the Receipt

Brazil’s president has discovered, nine days before the first round, that the market his government licensed is a tumor. The cure is a provisional measure. The patients who already paid for the operating theatre will not get the fee back.
This is not a war on betting. It is a war on legal betting. The shop that queued, paid about thirty million reais for an authorisation, put its name on a shirt and sat in a ministry file is the shop that can be switched off on a Friday. The shop that never bought a licence does not have a licence to lose. Demand does not attend the ceremony. It changes numbers.
That is the lesson this administration just taught out loud. Follow the law and you become the easy target. Stay off the list and you inherit the customers when the listed apps go dark. Overnight the rule moved. Overnight the contract was a campaign prop. Overnight “regulated market” meant: we cashed the cheque, then we changed our minds.
The clubs noticed first, because they had signed the shirts. They put out a manifesto about insolvency and the death of football. Lula told them they have no right to live off poor fans’ debts and that São Paulo and his Corinthians won the world without a bookmaker on the chest. Directors talked about legal certainty. He talked about milk money. Both were performing for a different room.
The stands are not one room. Some supporters told their own boards the manifesto was embarrassing. Some will vote against the man who called their club a parasite. Some will never read either statement. What you will see on a phone this week is a packed Maracanã with a headline glued on top, or a match-day march with Fora Lula printed over police escort footage. That is not the Nation choosing a side. That is an overlay renting the crowd.
The instrument matches the calendar. A provisional order bites now and needs Congress later. Punters get a few days to pull the balance. Sites are told to vanish after 5 October. Advertising dies. The speech is health. The clock is 4 October. If the order is not converted, it was a week of moral television. If he wins and then “refines” the rule — sports bets stay, only the casino apps go, a transition appears, a deal is found — the tumor will have been a slogan. The licences will have been a donation to the Treasury.
There is no prize here for having done it the official way. The official way paid the state, funded the clubs, put the logo on the broadcast, and then became the evidence that the state had been serious. The unofficial way did none of that and is still standing when the licensed door closes. If illegal books and dirty PIX are the next stop, betting continues. What ends is the version you could tax, fine and find.
He took the money. He changed his mind. He did not open the event as a hunt for the unlicensed market. He opened it as a hunt for the market that had already walked into the building. That is why this reads as campaigning that can be walked back, and as proof that legality in this cycle is a costume. Costumes come off after the vote. The customers do not. They just stop using the app that paid for the privilege of being banned.
