Institutional Friction in Brasília: Delays That Shield the Powerful Elite

    By Hotspotnews

A growing conflict between Supreme Federal Court Justice André Mendonça and Federal Police Director-General Andrei Rodrigues continues to hinder progress on two of Brazil’s most sensitive investigations. According to Lauro Jardim’s column in O Globo on August 23, 2026, the climate between the two has worsened. A mediation effort three weeks earlier involving AGU head Jorge Messias, Mendonça, and Justice Minister Wellington Lima e Silva failed to produce the promised conversation with Rodrigues. Mendonça remains frustrated by the Federal Police’s lack of response to repeated requests for reports on the Banco Master and INSS inquiries under his reporting.

This is not a sudden disagreement. The tension dates back to February 2026, when Mendonça assumed the Banco Master reporting from Justice Dias Toffoli. In one of his first decisions, he restricted investigators from sharing information with PF superiors, including the director-general. The PF leadership viewed this as undue interference. Later, the police changed the coordination of the INSS investigation without notifying the rapporteur, further eroding trust. Interlocutors on both sides have described mutual suspicion: Mendonça’s circle has complained of slow analysis of seized materials—cell phones, hard drives, and other evidence—while PF officials have sought intervention from the AGU, arguing that certain court orders compromised the corporation’s autonomy.

The cases themselves are serious. The Banco Master investigation examines alleged large-scale financial irregularities, rejected plea-bargain proposals from banker Daniel Vorcaro, and connections that have reached political figures, including then-government leader in the Senate Jaques Wagner. The INSS probe targets massive fraud involving improper deductions from retirees’ benefits. Portions of these inquiries have focused on Fábio Luís Lula da Silva, known as Lulinha, the president’s son. Mendonça has authorized the breaking of fiscal, banking, and telematic secrecy, ordered new inquiries into suspected influence peddling and related business dealings, and demanded preservation of evidence. Senators have formally asked him to ensure no proof disappears and that no one is shielded by family name. Mendonça has also ordered the PF to investigate leaks from these probes.

Yet instead of full concentration on the evidence and the possible networks of influence and fraud, senior officials remain locked in procedural combat. Reports requested months ago have not been delivered. Analysis of critical digital material has lagged. Public notes from PF superintendents defending the director-general, competing claims of interference, and failed attempts at truce consume attention that should be directed at the underlying crimes. Parallel friction has appeared with the Prosecutor General’s Office over whether the Lulinha-related matters should remain at the STF or move to lower courts.

In a functioning system of justice, the Federal Police and the Supreme Court would coordinate efficiently to pursue facts wherever they lead. When investigations begin to approach circles close to power, however, delays and institutional friction become the pattern. Every unresolved request for reports, every unexplained personnel shift, and every failed mediation risks protecting those who may have benefited from the schemes rather than holding them accountable. Ordinary Brazilians who lost money through INSS frauds or who expect clean financial markets deserve better than high-level bureaucratic warfare.

Justice Mendonça has the duty, as rapporteur, to press for complete and timely information. The Federal Police has the obligation to produce thorough work free from political calculation. Both must remember that their mandate is to uncover wrongdoing, not to manage political inconvenience. Until the outstanding reports are produced and the evidence fully examined, the public will continue to wonder whether the real obstacles are technical—or whether powerful interests are once again slowing the pursuit of truth.
