    For years the STF and the PGR presented themselves as the last line of defense of Brazilian democracy. That claim now lies in ruins. The Polícia Federal report extracted from Daniel Vorcaro’s phone has done what no opposition speech ever could: it has shown the public the private network that actually operates behind the robes.

    The latest revelations from the Polícia Federal report on Daniel Vorcaro’s phone do not merely embarrass the STF. They expose a structural problem that conservatives have warned about for years: a justice system that applies one set of rules to ordinary Brazilians and another to the small circle that actually runs the country.

    Vorcaro, then controller of Banco Master, sent a number attributed to Minister Alexandre de Moraes messages expressing “gratidão da minha vida” and saying his entire family, employees and partners owed Moraes and his family “uma dívida de vida.” Days before his November 2025 arrest at Guarulhos airport while trying to board a private jet to Dubai, Vorcaro asked whether he should already leave the country and whether Moraes could still “reverter isso com Paulo ou Andrei” — a clear reference to Prosecutor-General Paulo Gonet and PF Director-General Andrei Rodrigues. The PF documented 187 interactions, multiple in-person meetings, and the use of disappearing notes and screenshot messages designed to leave no trace.

    At the same time, the law firm of Moraes’s wife, Viviane Barci de Moraes, held a contract with Master worth R$131 million (R$3 million net per month for 36 months). Tax records show R$80.2 million was actually paid. Additional draft contracts with Vorcaro-linked companies brought the total potential value to R$208 million, including proposed transfers of shares in a jet and a helicopter. Metadata recovered by the PF indicates Moraes himself edited the main contract. These facts come from the same PF report now being challenged, as reported by Estadão, Folha, Veja and CNN Brasil.

    The response from the institutions has been predictable. Paulo Gonet, who is himself mentioned in the chats and who was publicly praised by Moraes during his confirmation and reconduction, immediately asked that the entire report be declared null. His argument is purely procedural: a single STF minister cannot order the police to investigate another minister who enjoys foro privilegiado. The substance of the messages and the money is treated as secondary. This is the same PGR that has shown little hesitation when the targets were opposition politicians or journalists.

    André Mendonça, the rapporteur, has at least insisted the material go to a public plenary session. That decision now sits with STF President Edson Fachin. The Court already handled a similar Vorcaro-related complaint against Dias Toffoli earlier this year with a closed-door meeting and a voluntary recusal. Repeating that formula here would confirm the worst suspicions: that the institution protects its own first and the public interest second.

    A conservative critique does not require inventing facts. It simply asks why the same ministers who expanded inquisitorial powers, restricted speech, and treated institutional criticism as a threat to democracy now treat documentary evidence of personal financial ties and requests for official intervention as a mere technical irregularity. If the report is procedurally defective, the proper response is a transparent plenary debate that either validates or discards it on the record — not a quiet burial that leaves the public believing the highest court and the prosecutor’s office operate as a mutual protection society.

    Fachin’s choice in the coming days will tell Brazilians whether the STF still recognizes any external standard of accountability. Institutions that refuse to examine evidence against their most powerful members do not preserve their authority. They spend it.
