The Shadow Deal in the Planalto: A Timeline of Meetings, Messages, and Alleged Billions in Pension Fund Maneuvers

    By Hotspotnews

In the marble halls of the Palácio do Planalto, where power is supposed to serve the public, a series of coordinated visits and rapid-fire messages have ignited one of the most explosive political-financial scandals of the Lula era. At the center stands Daniel Bueno Vorcaro, the ambitious owner of Banco Master, and Júlio Cezar, a Goiânia consultant portrayed as the gatekeeper with direct access to Minister Alexandre Padilha’s circle. What follows is a chronological reconstruction drawn from official visitor logs, WhatsApp records recovered by the Federal Police, and Vorcaro’s own detailed accounts submitted in a rejected plea-bargain proposal—accounts that Padilha has dismissed as pure fabrication.

    February 2024: The Approach
The machinery begins grinding after a planned meeting between Vorcaro and Petros (the Petrobras pension fund) is canceled. Hamilton Buzelin, a former executive linked to the bank’s origins, steps in and connects Vorcaro with Júlio Cezar. The consultant is introduced as the man who can open doors inside the Planalto and with the leadership of the major state pension funds. On February 28, Buzelin meets Vorcaro in São Paulo and stresses that the banker must speak with Júlio beforehand so the operator can “expose the details.”

March 1, 2024, 14:33: The First Joint Entry
Official GSI visitor records show Daniel Bueno Vorcaro and Júlio Cezar Miranda Avelino registering at the Planalto gate at the exact same minute. Inside, according to Vorcaro’s account, they meet Padilha (then Minister of Institutional Relations), his executive secretary Olavo Noleto, and Júlio’s cousin Fernando. WhatsApp messages recovered from Vorcaro’s phone capture the moment: Júlio texts that he is already “here at the Palace,” followed by short voice calls. After the meeting, Júlio fires off another message: “Grande Daniel, já tenho novidades… me liga.”

Vorcaro later claimed that the real terms were laid out shortly afterward at his residence in Brasília: the only way into Previ, Petros, and Postalis was a 10 percent cut on every real captured from those funds. The target, he said, was R$10 billion in investments; the expected “propina” for the group was R$1 billion.

Early April 2024: The Second Coordinated Visit
Messages show Júlio carefully managing the calendar. On April 1 he writes that after their Wednesday meeting they will “talk to the pessoal”—the code Vorcaro says meant Padilha and Noleto. On April 3 at 17:29, the visitor logs again record Vorcaro and Júlio Cezar entering the Planalto together. The day is packed with Brasília logistics, all orchestrated through the operator.

April 29, 2024: The Authorization and the Advance
Banco Master is formally included on the government’s “lista exaustiva,” the official roster of institutions cleared to receive money from pension funds. The same day, messages show Júlio demanding R$500,000 as an advance. Vorcaro’s account states the payment was made through a front-company service contract. His reply is blunt: “Quero ver agora você virar uma boleta de verdade.” Júlio answers that it is a “empenho de vida.”

May 2024: “Na Boca do Gol”
An audio recovered from Vorcaro’s phone has Júlio promising to place the banker “na boca do gol” with Banco do Brasil contacts while coordinating a fast-track meeting with the then-president of Petros, Henrique Jäger. The language is that of a fixer who believes he controls the schedule of major pension-fund decision-makers.

July–October 2024: Disruption and Continued Contact
Press revelations about problems at Caixa Asset complicate the larger federal-fund strategy. Contacts continue nonetheless. In late October, Júlio organizes dinners in Brasília involving Padilha, Olavo Noleto, and others. Vorcaro claims one such dinner included discussion of further advances; another message shows Júlio confirming a 10 p.m. dinner with Padilha and Olavo.

December 4, 2024: The Meeting with Lula
Separate from the Padilha-linked visits, Vorcaro is received by President Lula in a meeting that does not appear on official agendas. Participants reportedly included Guido Mantega, ministers Rui Costa and Alexandre Silveira, and the man who would soon become Central Bank president, Gabriel Galípolo. The conversation centered on the bank’s future and market concentration.

    2025–2026: Collapse, Investigation, and Publication
Banco Master later faces severe liquidity and regulatory problems and is ultimately liquidated. The Federal Police finds hundreds of messages and calls between Vorcaro and Júlio Cezar. In early October 2026, Veja publishes extensive material drawn from Vorcaro’s rejected plea-bargain annex, including the Planalto meetings, the 10 percent demand, the R$500,000 advance, and smaller alleged payments (such as R$6 million on a R$60 million municipal-fund deal). Official presidential data released around the same time confirm the joint March 1 and April 3 entries. Padilha publicly labels the entire narrative a “farsa.” The PGR had earlier discarded the collaboration proposal for insufficient corroboration, yet the visitor logs and recovered messages now stand as independent records of the meetings themselves.

What remains is a stark picture: two men walking into the Planalto together on dates that match private coordination messages, a banker who later claimed he was offered access to billions in workers’ pension money in exchange for a fixed percentage, and a minister who rejects every accusation. The logs do not record what was said inside the rooms. The messages and the rejected delação do. Between those two sets of facts sits one of the most contentious political-financial disputes of the current Brazilian government.
