American Ranchers and Families Pay the Price as Brazilian Companies Help Run the U.S. Beef Cartel — And the Trump Administration Is Finally Fighting Back

Beef is expensive like never before in the United States. Ground beef has climbed into the mid-to-high six-dollar range per pound in many places, with steaks routinely pushing well past twelve or fourteen dollars. Families feel it every time they shop. Ranchers feel it too, even as the animals they raise command strong prices at auction. Something is broken in the middle of the chain, and more Americans are tired of it. The nerve of a system that lets a handful of giant processors squeeze both ends while ordinary people pay the price has worn thin.
On August 11, White House trade adviser Peter Navarro put the problem in plain terms. Four companies control about 85 percent of U.S. beef processing. Two of them are Brazilian-owned, deeply entangled with Chinese interests, and the result, Navarro said, is a cartel that underpays ranchers, overcharges consumers, and leaves American families footing the bill.
This did not happen overnight. Decades of consolidation turned a once more competitive market into an oligopoly. In earlier decades the top four packers handled a far smaller share of fed cattle. Over time, mergers, aggressive expansion, and regulatory inertia allowed the Big Four — JBS, National Beef, Tyson Foods, and Cargill — to dominate. Brazilian giant JBS grew into one of the world’s largest meat processors and established a major footprint in the United States. National Beef came under significant Brazilian ownership as well. The result is a bottleneck: hundreds of thousands of independent ranchers must sell into a market controlled by a few powerful buyers, while consumers face higher prices at the supermarket.
The consequences are clear and painful right now. Ranchers receive less relative power for their cattle, which discourages herd expansion and contributes to tighter supplies already strained by drought and high costs. Processors then charge more downstream. Navarro correctly noted that the Brazilian-controlled portion of this market, like any cartel, seeks to maximize global returns — often at the expense of the American market. When foreign ownership and close commercial ties to China enter the picture, the issue becomes one of national security as well as economics. Food is infrastructure. Allowing overseas interests to dominate a critical link in the domestic protein supply chain was a policy failure that previous administrations largely ignored or enabled through inaction.
The Trump administration is refusing to accept the status quo. President Trump directed the Justice Department to investigate the major meatpackers for potential collusion, price fixing, and anticompetitive practices. The DOJ has already reviewed millions of documents and spoken with hundreds of industry participants. Officials have invited whistleblowers to come forward with information on price-fixing, bid-rigging, or market allocation, offering the prospect of substantial rewards for credible evidence that leads to penalties. Both civil and criminal avenues remain open.
At the same time, the Department of Agriculture under Secretary Brooke Rollins is working to rebuild competition from the ground up. The goal is to encourage and support a new generation of small and medium-sized independent processors so that ranchers have more options and the market is less concentrated. Parallel efforts address the broader cattle shortage — the herd is at historic lows — by expanding grazing opportunities on federal lands and tackling animal-health threats such as the New World screwworm that has limited imports of cattle from Mexico.
These steps reflect a straightforward America First approach: protect domestic producers, restore fair competition, lower costs for working families, and safeguard the integrity of the food supply against excessive foreign control. Cartels and concentrated market power distort free enterprise; they do not embody it. Breaking the chokehold of a few dominant processors, especially those answering to foreign shareholders, is both economic common sense and a matter of national interest.
The investigation is ongoing and outcomes will depend on the evidence. What is already clear is the administration’s determination to act. American ranchers have carried the burden of this concentrated market for too long. Consumers have paid higher prices for too long. Under President Trump, the federal government is finally treating the problem with the seriousness it deserves — investigating potential abuses, promoting real competition, and putting American producers and families first. Many hope these efforts succeed in ending the squeeze.
