Another Scandal Exposes Lula’s Soft Approach to Brazil’s Most Dangerous Criminal Empires

While ordinary Brazilians struggle with debt, inflation, and insecurity, the country’s two largest criminal organizations—Primeiro Comando da Capital (PCC) and Comando Vermelho (CV)—have found a lucrative new business model: hijacking the very social programs of the Lula administration.
A recent audit by Brazil’s Federal Court of Accounts (TCU) revealed that these factions systematically cloned official government initiatives such as Desenrola Brasil (debt renegotiation) and Voa Brasil (subsidized air travel). Between just 10 and 21 January 2025, auditors identified 1,770 fraudulent advertisements. More than 83% of them used official government logos, federal colors, and materials copied from state banks like Caixa Econômica Federal. The gangs employed artificial intelligence to manipulate images and voices of political figures, creating a false sense of legitimacy. Victims—often debt-burdened families and retirees—were tricked into handing over personal data and sending Pix payments straight into accounts controlled by the narco-traffickers.
This is not petty crime. It is organized predation on the most vulnerable, funded by the prestige and reach of federal programs that were supposed to help them.
The timing makes the scandal even more damning. Only weeks earlier, the United States designated both PCC and CV as foreign terrorist organizations—a move the Lula government fiercely opposed. Brasília claimed the classification threatened Brazilian sovereignty and risked foreign intervention. President Lula himself complained that Brazil would not be treated “like a banana republic” or “a kid.” Yet the same administration that resists labeling these groups as terrorists has allowed them to weaponize its own social policies for profit.
This pattern is not new. Critics have long argued that progressive rhetoric about “social inclusion” and reluctance to confront organized crime have created space for PCC and CV to expand from prisons into sophisticated financial and cyber operations. When the government prioritizes narrative over enforcement, criminal organizations adapt and grow richer. The TCU findings show how quickly that adaptation now occurs in the digital age.
Brazilians deserve better than an administration that talks tough about inequality while its signature programs become bait for the very cartels that terrorize communities. Classifying PCC and CV as the terrorist threats they are—and rigorously auditing every federal benefit program for infiltration—should be non-negotiable. Anything less is not compassion. It is negligence that puts money in the hands of those who traffic drugs, weapons, and violence across Brazil and beyond.
The evidence from the TCU is clear. The question is whether this government will finally treat the problem with the seriousness it demands—or continue protecting a status quo that serves the criminals more than the citizens.
