    Cuba: The Capital of 21st-Century Communism

    The Biden-Harris era’s dangerous blindness to a persistent enemy has been laid bare.

    On July 20, 2026, the U.S. State Department released a sobering 70-page report titled “Cuba: The Capital of 21st-Century Communism.” Far from outdated Cold War rhetoric, this document exposes how Fidel Castro’s rotting regime—now propped up by his successors—continues to wage ideological and espionage warfare against the United States from just 90 miles off our shores. Under Secretary of State Marco Rubio’s leadership, the report pulls no punches: Havana remains the nerve center for radical leftism, anti-American subversion, and influence operations that have penetrated America’s institutions for decades.

    The facts are not in dispute. Convicted Cuban spies like Ana Belén Montes, a senior Defense Intelligence Agency analyst, spent 17 years betraying her country by passing classified information to Havana. Similarly, Victor Manuel Rocha, a former U.S. ambassador and National Security Council member, rose through the ranks while serving as a Cuban asset. These cases, proven in U.S. courts, illustrate Cuba’s patient, ideological strategy: recruit true believers on the American left, embed them in positions of power, and erode our national security from within.

    This isn’t ancient history. The report details how Cuba has systematically supported Marxist insurgencies across Latin America, forged alliances with America’s adversaries—Russia, China, and Iran—and cultivated ties to activist networks inside the United States. For generations, Havana has exported its brand of revolutionary communism, framing the United States as the root of all global evil. The result? A steady drumbeat of anti-Western propaganda that finds fertile ground on elite college campuses, in certain newsrooms, and among radical political movements.

    Conservatives have warned for years about this threat. While Washington elites pursued “normalization” and eased sanctions under previous administrations, Cuba doubled down on its hostility. It harbors American fugitives, trains and supports leftist extremists, and advances an ideology that views America’s founding principles—individual liberty, free enterprise, and constitutional order—as obstacles to be destroyed. The report’s assessment of Cuba fomenting extremism aligns with long-standing intelligence on influence operations that amplify division, from protests to academic indoctrination. Cuba denies it, of course—just as it denies being a dictatorship that crushes dissent, jails political prisoners, and drives its people into desperate poverty and risky sea crossings to reach Florida.

    This report arrives at a critical moment. America faces border chaos, cultural erosion, and rising radicalism at home. Cuba’s role as a hub for 21st-century communism isn’t abstract—it’s a direct challenge to our sovereignty and values. The regime’s alliances with Beijing and Moscow amplify the danger, turning the Caribbean into a potential staging ground for great-power competition against the United States.

    The solution is not more engagement or wishful thinking. It is strength: maintain and expand sanctions, support the Cuban people against their oppressors, expose the networks of influence in our own institutions, and reject the failed leftist romance with communist dictators. President Trump’s past maximum-pressure approach showed results; recommitting to it, as the current administration appears poised to do, is essential.

    The State Department’s report is an overdue wake-up call. Cuba remains what it has always been: a hostile outpost of tyranny exporting instability and ideology. Ignoring this reality hasn’t made it go away—it has only emboldened our enemies. It’s time for clear-eyed conservatism to prevail: secure the homeland, confront communism wherever it lurks, and defend the American way of life without apology.
