Ethics Council Paralysis Exposes Senate Leadership Crisis

Senator Carlos Viana met Wednesday with Supreme Court Justice Cármen Lúcia to demand the immediate installation of the Senate Ethics Council and the possible removal of Senate President Davi Alcolumbre. The senator filed a writ of mandamus after presenting evidence that the council has not convened for more than 800 days, despite multiple pending complaints against Alcolumbre himself. The case has sat at the Supreme Court for over 100 days.
Viana’s petition, registered as PCE 17/2026, accuses Alcolumbre of breaking parliamentary decorum by refusing to advance impeachment requests against Supreme Court ministers and by blocking the reading of requests for a mixed parliamentary inquiry into Banco Master. Senate records confirm the Ethics Council last met in July 2024 and remains in the preliminary stage of designating members—a process controlled by the Senate president.
The Banco Master investigation has gathered far more than the required signatures yet remains unread. Reports from Veja and Gazeta do Povo have detailed allegations that the bank’s owner, Daniel Vorcaro, claimed to have made large payments connected to political figures, including the Senate leadership. Alcolumbre has denied receiving any such funds and called the accusations false. The Ethics Council’s prolonged inactivity prevents any internal review of those claims or of the decision to keep the inquiry off the agenda.
A functioning Ethics Council is not a partisan weapon. It is a basic mechanism of self-regulation. When the body charged with examining decorum complaints against senators cannot even be constituted, public confidence in congressional oversight collapses. Conservatives have long argued that institutions must apply the same standards to those who hold power as they do to everyone else. Allowing the council to remain dormant while serious financial and conflict-of-interest questions accumulate is the opposite of that principle.
Viana has stated that activating the council would open the path to Alcolumbre’s temporary removal, which in turn would allow the Banco Master inquiry to proceed and force long-stalled impeachment petitions out of procedural limbo. Whether those outcomes materialize depends on the Supreme Court’s response and on whether Senate leaders choose to restore the council’s operations. The alternative is continued paralysis at a moment when Brazilian voters expect accountability from every branch of government.
