PF Investigators Receive Dossier Claiming Lulinha Supported in Spain by Construction Firm with Government Contracts

Federal Police investigators in Brazil have recently received a dossier alleging that Fábio Luís Lula da Silva, known as Lulinha, the eldest son of President Luiz Inácio Lula da Silva, is being financially supported during his stay in Spain by a construction company that holds large contracts with the current federal government.
According to reporting that has circulated widely, the material arrived in recent weeks and has been incorporated into ongoing inquiries already forwarded by the Federal Police to the Supreme Federal Court. One investigator familiar with the matter summarized the suspicion with the phrase: “It’s not Odebrecht, but we’ve seen this movie before.”
The claim adds another layer to multiple investigations targeting Lulinha. He currently faces probes authorized by Supreme Court justices examining alleged influence peddling and corruption. These include questions about possible assistance to lobbyist Antônio Carlos Camilo Antunes, known as “Careca do INSS,” in dealings involving the Health Ministry, as well as matters linked to Dataprev, the state-owned technology company that manages social security data. Earlier phases of the broader INSS fraud investigation also examined alleged financial transfers and travel arrangements involving people close to him.
Lulinha has lived in Madrid for some time. He opened a technology company there earlier this year that has been described as a shell or inactive firm. His defense has consistently denied any irregularity, stating that he works as an individual abroad, that the Spanish company was created for future projects, and that he remains available to return to Brazil if formally summoned to testify. President Lula has publicly said his son will be treated like any other citizen and that he will not use his office to protect him.
The latest allegation evokes long-standing patterns in Brazilian politics. Construction firms with major public contracts featured prominently in the Lava Jato investigations of the previous decade. Lulinha himself first drew significant public attention in the mid-2000s over business deals involving a company that received substantial funds from a telecommunications firm with state connections while his father held the presidency. He has faced scrutiny in subsequent inquiries but has never been convicted.
Supporters of the president and Lulinha’s legal team frame the succession of allegations as politically motivated attempts to damage the administration, especially in an election year. Critics see a recurring theme of family members of powerful figures attracting commercial opportunities tied to government decisions.
As of now, the dossier remains under analysis. No formal charges have been filed solely on the basis of the Spain-related claims, and authorities emphasize that the information requires verification. The investigations continue at the Supreme Court level, with the Federal Police examining the full set of reports and evidence.
