The Cigar in London

Brazil’s highest prosecutor sat with a banker later accused of one of the country’s largest financial frauds, smoked a cigar, drank expensive whisky, and later had his son’s London expenses discussed as something the bank might cover. The photograph is real. The Procuradoria-Geral da República confirmed it. Paulo Gonet says the encounter was brief, public, and meaningless. Ordinary Brazilians are entitled to ask why the country’s top law officer needed to look so comfortable in that room.
The picture, taken in April 2024 at a private London club during a legal forum underwritten by Banco Master, shows Gonet holding a cigar beside Daniel Vorcaro. More than a year later, Vorcaro’s former lawyer forwarded the image to the banker with a short note: “PG me mandou.” Messages extracted from Vorcaro’s phone by the Federal Police also record talk of “saudades,” a hoped-for second gathering with cigars and Macallan, and arrangements that would have placed Gonet’s son on a guest list whose costs the bank would absorb. Gonet now describes the contact as “brevíssimo e banal.” The language in the chats does not sound banal.
Banco Master is not a footnote. Investigators describe a scheme that inflated the bank’s appearance of solvency, moved billions through credit portfolios without proper backing, and drew in politicians, lawyers, and members of the judiciary. Vorcaro sits in preventive detention. The Supreme Court is split over how to handle the material pulled from his phone. Some ministers want the report treated as contaminated. Others insist the facts cannot be wished away. Meanwhile the institution that is supposed to prosecute the powerful is led by a man who appeared in the banker’s social circle before the collapse became public.
The implications are not subtle. First, appearance matters in a republic. A prosecutor who later sits in judgment of a case, or who must decide whether colleagues and ministers should be investigated, cannot treat luxury hospitality from a politically connected financier as a harmless social ritual. Second, the pattern is larger than one photograph. The same London events and the same phone records have placed other high officials in Vorcaro’s orbit. When the people who control investigations, arrests, and Supreme Court dockets keep turning up in the same rooms as the man under scrutiny, citizens reasonably conclude that the system protects its own.
Third, this arrives in an election year. Trust in courts and prosecutors is already low among large parts of the country that have watched selective zeal for years. A photo of the attorney general smiling over whisky with a banker now accused of wrecking a financial institution does not restore that trust. It confirms a suspicion: rules are for some, dinners are for others.
Gonet is right that a single picture does not prove a crime. He is wrong if he believes that is the only standard that matters. Public office is not a private club. When the head of the Ministério Público shares cigars with a man whose empire later implodes under fraud allegations, the burden is on the official to explain the relationship with more than a shrug. Brazilians who still believe in equal justice under law should demand that explanation, and then demand institutions that do not need to keep offering them.
