    The Court Protected Itself Again. Brazilians Get the Lecture. As usual the people get cheated’

    Another Wednesday in Brasília. Another sermon about “institutional order.” Another result that looks exactly like power taking care of power.

    André Mendonça tried to pull the Federal Police leadership after unsigned intelligence reports about him walked into Alexandre de Moraes’s chambers and came back as an accusation. Flávio Dino answered with a counter-order. Edson Fachin then did what presidents of the Court do when the fight gets too visible: he canceled both ministers and left Andrei Rodrigues where the Palácio wanted him — in the chair.

    That is the whole story, dressed up as legal hygiene.

    They will say Fachin saved the Supreme Court from “horizontal anarchy.” Fine. Write it on the marble. The country does not live on marble. The country lives with this fact: the director of the PF that Mendonça tried to remove is still the director of the PF. Dino was slapped on paper. Mendonça was slapped in reality. Same machine, different signature.

    Call it what it is. The game shifted the moment the fight left the Second Panel and landed on the president’s desk. Once that happens, the language changes. Nobody talks about the reports anymore. Nobody talks about who monitored whom for a month. Nobody talks about why those papers had no signature and still became a weapon. The conversation becomes “competence,” “overlap,” “grave institutional picture.” Beautiful words. They always appear when a minister touches a structure the government actually uses.

    And yes, the timing is grotesque. The same day the Court clipped Mendonça on the Police, he homologated the plea of “Mineiro,” Vorcaro’s cash operator, the man who talks about suitcases and the pipeline to the fund behind Dark Horse. If you still believe in linear justice, that looks like the investigation breathing. If you have watched this country for more than one news cycle, it looks like the Court allowing a controlled drip while the command of the police stays in friendly hands. Evidence can be managed. Positions cannot. Positions decide what gets written next.

    Brazilians are supposed to be grateful for the performance!? Look: the president of the STF acted. Look: both sides were restrained. Look: plenary on September 15. Always a date. Always a future session. Always the promise that the full Court will “look at it.” By then the temperature drops, the headlines move, and the man who still runs the Police has had another week to be the Police and protect the puppet master interests

    This is why people say it is downhill from here. Not because a single ruling ends the Master case. Vorcaro is not free. The operator’s deal exists. The messages exist. What died today was the illusion that a rapporteur can strike the institution producing dirt on him and survive the afternoon. He cannot. Not when the other side can walk into the Presidency through the AGU and call it public order.

    “The system” is a lazy phrase until you watch the same outcome repeat with new names. Toffoli out of Master. Mendonça in. Moraes using Police paper against Mendonça. Mendonça using that paper against the Police chief. Dino reversing Mendonça. Fachin reversing both and restoring the chief. At every step someone explains that this is procedure. At every step the public is told not to be vulgar about winners and losers. Then the winner keeps the building.

    Justice, in a serious country, would mean one investigation with one chain of custody and one police force that is not a factional tool. What Brazil got today is a truce among robes. The robes congratulated themselves for preventing collapse. The collapse, for ordinary people, is older: courts that police their own embarrassment faster than they police the schemes in front of them.

    So no, this was not Solomonic wisdom. It was the hierarchy asserting itself after two ministers made the war too obvious. Fachin did not invent the machine. He used it. Different actor. Same reflex. The file will now be “organized.” The director stays. The country is asked, once more, to wait for a plenary that will speak in the voice of institutional calm.

    Brazilians have heard that voice before. It never sounds like a verdict. It sounds like a lid.
