Banker’s Terror: Vorcaro Begs to Expose Bribes—But Authorities Won’t Listen

    By Hotspotnews

Why Daniel Vorcaro Wants to Talk: Prison Fears and Unheard Claims of High-Level Bribes

Daniel Vorcaro, the former owner of Banco Master and a central figure in Brazil’s Operação Compliance Zero investigation into alleged multibillion-real frauds involving state pension funds, has repeatedly sought to cooperate with authorities through a plea deal. According to a recent audio of his sister, lawyer Natália Vorcaro Zettel, obtained and published by Veja magazine, he is in a state of panic and insists he has always wanted to speak fully, with supporting evidence, but feels authorities refuse to hear him. Listen to the recording

One primary reason is intense fear of returning to harsher prison conditions. Vorcaro is currently held in a relatively larger individual cell at the Papudinha facility within Brasília’s Papuda complex. His sister describes his terror at the prospect of being sent back to a federal maximum-security prison. She recounts his account of a 13-day period in a small cell of about 9 square meters at the Penitenciária Federal de Brasília, where he claims he faced what he calls torture: no water, no food, no external contact, and a light that blinked continuously for 24 hours. These experiences, combined with reported threats during transfers and isolation, have heightened his stress, according to family and recent visitors. He has told relatives and lawyers he does not want to risk worsening his situation by continuing revelations while under such pressure.

A second core reason is his stated desire to disclose what he describes as widespread bribery involving high-ranking figures in the Republic. Vorcaro has indicated he paid substantial sums—reportedly including R$30 million toward an Oliver Stone documentary on President Luiz Inácio Lula da Silva, plus additional amounts to the Instituto Lula—as a form of “toll” or access fee to pursue large business deals in federal state-owned companies’ pension funds such as Previ, Postalis, and Petros. These arrangements allegedly involved operators linked to then-Minister Alexandre Padilha’s political circle, with promises of a 10 percent cut on potential multibillion-real inflows to the bank. In prior statements and materials shared with authorities, he has claimed these relationships crossed lines of illegality and that he possesses evidence. His sister has affirmed that he “wants to tell everything,” including details that could implicate people close to the current government, while seeking judicial benefits that might ease conditions for himself, his brother-in-law Fabiano Zettel, and his father Henrique Vorcaro, who are also detained in the case.

Authorities have rejected at least two formal proposals for a colaboração premiada (plea agreement). The Polícia Federal and the Procuradoria-Geral da República (PGR) have stated that the offers lacked sufficient consistency, new evidence, or concrete commitments to restitution, and that there was no direct oral testimony from Vorcaro during negotiations—all communication occurred through lawyers. Vorcaro and his family have interpreted this as selective unwillingness to listen when the information concerns certain powerful figures, a point echoed in the recent audio and in his earlier testimony before a judge linked to the Supreme Federal Court. After recent media coverage of his claims, his sister reported that he briefly considered pausing further disclosures until after elections, citing heightened fear and insecurity.

The case remains under investigation at the Supreme Federal Court, with Vorcaro and his defense preparing what has been described as a third attempt at cooperation. Family members emphasize the human cost, including Natália’s efforts to manage the defense of multiple relatives while dealing with personal challenges. Whether Vorcaro’s willingness to speak leads to a formal agreement or further rejections continues to fuel debate about the consistency of Brazil’s justice system in high-profile financial and political cases.
