Crony Capitalism in the Heart of Lula’s Communication Machine

A recent survey of Bahia’s Transparency Portal has exposed a staggering pattern of favoritism that should alarm every Brazilian taxpayer. The advertising agency Leiaute Comunicação e Propaganda, historically tied to Sidônio Palmeira—the current Minister of the Secretariat of Social Communication (Secom)—secured more than R$ 1.5 billion in public contracts with successive Workers’ Party (PT) governments in the state. Of that total, over R$ 900 million has already been paid out during the administrations of Jaques Wagner, Rui Costa, and Jerônimo Rodrigues.
This is not ordinary government advertising spending. It is the textbook definition of a closed political-business loop. Sidônio Palmeira, the mastermind behind multiple PT election victories in Bahia and later Lula’s 2022 presidential campaign, built his reputation electing left-wing politicians. Once those politicians took office, his agency repeatedly walked away with the bulk of the state’s publicity budget—contracts that dwarf those of competitors and lack any parallel elsewhere in Brazil. The same man who designs the message later collects the fees for broadcasting it with public money.
Even more troubling are the past red flags. Bahia’s Public Prosecutor’s Office investigated the agency for alleged irregularities and possible directed contracting under Rui Costa’s government. The case was closed only after Leiaute paid a fine and agreed to tighter internal controls—just as Palmeira was being elevated to a national ministry. Settlements of this kind rarely inspire confidence that the underlying problems have been fully rooted out.
Today the same network remains active. While Palmeira oversees the federal government’s entire communication apparatus and shapes the public image of Lula’s administration, members of his former inner circle—including longtime partners—are reportedly handling the PT’s 2026 reelection marketing strategy. The appearance of conflict of interest is not subtle. It is glaring. Public officials who control billions in advertising funds should not maintain even the shadow of financial or operational ties to private firms that profit from those same funds or from the party that puts them in power.
Deputy Nikolas Ferreira has correctly demanded answers. He is filing formal requests for information, referring the matter to the Presidential Ethics Commission and the Comptroller General of the Union, and seeking to summon the minister before the Chamber’s Finance and Control Committee. These are the minimum steps a serious democracy requires. Brazilian taxpayers deserve to know whether any residual benefits still flow to the minister or his associates, what safeguards—if any—have been put in place, and why one political family of agencies has enjoyed such extraordinary dominance for nearly two decades.
This episode is larger than one minister or one state. It illustrates the PT’s long-standing preference for a model in which political loyalty is rewarded with lucrative public contracts, competition is sidelined, and transparency is treated as an afterthought. In a country still struggling with fiscal pressure and public distrust, concentrating enormous advertising resources in the hands of a single network linked to those in power is not clever politics. It is a betrayal of the public trust.
Conservative principles demand clear separation between the exercise of public power and private profit. They demand competitive bidding, rigorous oversight, and zero tolerance for revolving-door enrichment. The Leiaute contracts and the continuing involvement of Palmeira’s circle in party strategy fail every one of those tests. Congress and the relevant control bodies must investigate thoroughly, publish the findings, and impose consequences if wrongdoing is confirmed. Anything less leaves the impression that in today’s Brazil, the rules still bend for those who know the right people in the right party.
