    New acting chief at Brazil’s Federal Police

    William Marcel Murad is now the acting director-general of Brazil’s Federal Police. He did not receive a new political appointment this week. He stepped in because he already held the executive-director post, the legal number-two job in the force.

    Murad is a career delegate of the highest rank. He entered the Federal Police in 2002, finished first in his training class, and holds a law degree from the University of São Paulo. His résumé is operational and technical: he ran a field station in São José do Rio Preto, worked tax-crime and organized-crime units, led intelligence planning for the 2014 World Cup and 2016 Olympics, headed the force’s information-technology directorate from 2018 to 2021, and spent three years as police attaché in London. In January 2025 the government named him executive director. That is why he became acting chief the moment Andrei Rodrigues and intelligence director Leandro Almada were formally notified of their removal.

    On his first hours in the job he spoke at the National Police Academy. He said the Federal Police is technical, impartial, and free of political bias, and that the institution is facing allegations disconnected from reality. He called the moment a storm the force would weather. He did not address the six unsigned intelligence reports that prompted the Supreme Court order, nor did he comment on the claim that those reports monitored a justice and the attorney-general for more than a month.

    What follows is constrained by the court order itself. The removal of Rodrigues and Almada is preventive and remains in force while Justice Gilmar Mendes studies the case. The Police Corregedoria must open criminal and disciplinary inquiries into how the reports were produced. Murad’s first institutional task is to keep the force running and to let that internal investigation proceed. He is an interim manager under a court-imposed transition, not a new political project with a public mandate of his own.
