PCC cell in Brasília spied on police and ran an internal tribunal, investigators say

Security forces dismantled a Primeiro Comando da Capital (PCC) structure in Brazil’s federal capital on Thursday, in an operation police say targeted a messaging cell that tracked law enforcement and imposed faction punishments.
Operação Jubilados was launched in the early hours of 8 October 2026 by the Distrito Federal Civil Police’s organized-crime unit, Draco, together with the Força Integrada de Combate ao Crime Organizado (FICCO/DF). Civil, military and penal police took part, along with officers from São Paulo. Courts authorized 21 temporary arrest warrants and 27 search warrants. They were served in ten administrative regions of the Federal District — including Ceilândia, Sol Nascente, Samambaia, São Sebastião, Gama and Planaltina — inside local prisons, in Águas Lindas de Goiás, and in Sorocaba and Indaiatuba in São Paulo state.
Investigators describe the main target as “Faculdade Brasília,” a virtual cell of about 80 baptized members that functioned as a command channel for the São Paulo-born faction in the capital. A related group, “Juntos Somos Mais Fortes DF,” was also mapped. Police say the structure was compartmented: weapons and ammunition, dues and raffles, member registration, support for inmates, and expansion of drug-selling points the faction calls “lojas.”
The most sensitive finding, according to the investigation, is a counterintelligence sector. It allegedly logged police-vehicle routines, ongoing operations and open inquiries in order to stay ahead of enforcement, and compiled dossiers on rivals — photographs, family addresses and criminal records — of people marked to be killed. The same cell is described as an internal disciplinary tribunal that judged members and decreed sanctions. That practice, long documented inside the PCC as “disciplina,” is what headlines compress into “dictated sentences.” It is faction justice, not control of Brasília’s courts.
The case is a follow-on to Operação Mosaico, run in December 2025. Analysis of material seized then is said to have exposed the newer hierarchy and the digital channels. Suspects are initially charged with membership in a criminal organization under Law 12.850/2013, which carries three to eight years in prison, with trafficking, weapons and homicide counts possibly added. These remain police allegations tied to temporary warrants. No convictions have been reported, and public accounts have not named the defendants.
Some outlets framed the raid around Flávio Bolsonaro, the Liberal Party’s presidential candidate, who has pledged that from 2027, if elected, the PCC, Comando Vermelho and militias will be classified as terrorist or narcoterrorist organizations. That pledge is not part of the police case. In May 2026 he pressed Washington on the same point; the US State Department then designated the PCC and Comando Vermelho for sanctions and said it intended foreign-terrorist-organization status from 5 June. A late-2025 Senate amendment that would have applied the terrorist label inside Brazil failed. Domestic classification remains a campaign and legal dispute, opposed by the Lula government, and is separate from Thursday’s warrants.
