On Sunday, Justice Cristiano Zanin ordered the Federal Police to deliver a complete copy of Daniel Vorcaro’s seized cellphone data to his chambers by 11 p.m. The demand comes two days before the full court is scheduled to examine messages allegedly linking the former Banco Master owner to Justice Alexandre de Moraes.
Vorcaro’s phone was seized in November 2025 during Operation Compliance Zero, the investigation into one of the largest financial scandals in recent Brazilian history. Banco Master’s collapse left the Credit Guarantee Fund facing tens of billions of reais in losses. Investigators have described a web of fraudulent products, political connections, and alleged attempts to influence public officials. The messages now at the center of the STF debate form part of that larger picture.
Zanin’s order is not a routine procedural request. He argued there is no hierarchy among Supreme Court justices and that evidence belongs to the entire plenary, not a single rapporteur. Justice André Mendonça, who has been handling the related proceedings, had earlier cautioned that releasing the full contents of the phone could inject new material into the record and risk disrupting Tuesday’s session. Zanin rejected that approach, noting that the Federal Police itself confirmed it can produce identical copies without breaking the chain of custody.
The episode reveals more than a scheduling dispute. It shows justices competing for access to the same evidence while the court prepares to judge matters that touch one of its own members. When a court must first fight internally over who may even see the proof, public confidence in the impartiality of the process suffers. Conservatives have long warned that Brazil’s judicial institutions have accumulated power far beyond their constitutional role. This latest clash supplies another example: urgent Sunday deadlines, sealed materials, and last-minute demands issued while the rest of the country watches.
Transparency is not optional when the evidence involves a sitting justice. Restricting access to a subset of ministers while others remain in the dark creates the appearance of selective information control. The Federal Police’s confirmation that copies can be made safely undercuts claims that full disclosure would automatically endanger investigations. If the data is relevant to the plenary’s deliberations, every justice entitled to vote should have the same opportunity to review it.
The Banco Master case already carries heavy political overtones. Vorcaro cultivated relationships across party lines. The current fight inside the STF now risks turning a financial crime investigation into another chapter of institutional self-protection. Brazilians deserve a court that applies the same rules to everyone, including its own members. Sunday’s order, whatever its immediate outcome, has made that test unavoidable.
