    STF Minister Escalates ‘Dark Horse’ Probe With Unproven PCC Allegations Against Bolsonaro Ally

    Supreme Court Justice Flávio Dino has intensified an investigation into the funding of the Bolsonaro biopic Dark Horse by unsealing thousands of pages of documents and publicly highlighting suspicions that federal deputy Mário Frias may have played a leadership role in a scheme involving diverted public funds—and possible ties to the PCC criminal faction.

    The language in Dino’s ruling is notable for what it does not say. He describes Frias’s alleged role as existing only “in the hypothetical terrain of the investigation.” He refers to PCC connections as a “line of investigation mentioned in the files,” not as established fact. There has been no trial, no conviction, and no public presentation of conclusive evidence that Frias directed a criminal organization or personally funneled money to organized crime.

    What investigators have pointed to so far are financial movements: parliamentary amendments sent by Frias to entities linked to producer Karina Gama, transfers involving companies such as Go Up Entertainment and Complexsys, and a subcontract on a São Paulo municipal Wi-Fi project tied to a businessman previously flagged by police intelligence. Audits by the Comptroller General flagged irregularities in how some of those funds were used. That is the current record—an active probe, not a verdict.

    Frias has rejected the accusations, calling the Federal Police operation a “smoke screen” and saying he will cooperate and provide documents. He remains a sitting deputy with the presumption of innocence that Brazilian law is supposed to guarantee.

    The timing and framing raise legitimate questions about judicial even-handedness. Dino centralized the São Paulo state investigation under the Federal Police and the Supreme Court, restricted Frias’s travel, and chose to publicize the most explosive hypothesis—the PCC link—while the evidence remains incomplete. In a polarized country, lifting secrecy on selected files while investigations against other political camps proceed at different speeds looks less like neutral fact-finding and more like narrative control.

    Conservatives have long warned that the Supreme Court has drifted from judging cases to managing political outcomes. Using the gravest possible association—organized crime—against an opposition lawmaker before the facts are proven fits that pattern. If the transfers were irregular, they should be investigated thoroughly and prosecuted if the evidence holds. If the PCC claim rests mainly on a contractor’s alleged associations, it should not be treated as settled truth in official court language.

    Public funds must be protected. So must due process. An investigation that leads with the most sensational charge while hedging in legal footnotes does neither. The country needs answers about the Dark Horse money trail. It does not need another round of trial-by-headline from the bench.
